Ras Al Khaimah, an often overlooked spot in the north of the United Arab Emirates (UAE), caused a minor shockwave when it announced in January that it had struck a deal with Las Vegas landmark, Wynn Resorts, to develop a new multibillion-dollar hotel.

To develop their businesses, casino operators have not shied away from expanding into Gulf countries where gambling is restricted and often illegal. Over the course of the past 15 years, MGM has, for example, announced several deals with Emirati companies. The Wynn agreement was significantly different because it specifically stated an intention to construct “a gaming area.”

There is a possibility that the announcement could mark the beginning of a watershed moment for the Gulf, which has historically imposed stricter Islamic law than other parts of the Arab world. The region has also long prohibited gambling.

However, there is still a great deal of uncertainty surrounding the precise nature of the plans. There has been a notable lack of clarity among those directly involved regarding what they mean by ‘gaming.’ Euphemistically, the term could be used to describe a casino with roulette wheels and blackjack tables, or it could be used to describe something lighter such as e-sports activities that are more innocent in nature.

In April, rumors claimed that Dubai, traditionally the most liberal emirate in the UAE, was about to grant gambling licenses to residents. Earlier in 2018, Caesars opened the first non-gambling resort on Dubai’s Bluewaters Island.

Several international brands that have arrived in the UAE may benefit from Ras Al Khaimah’s lead, with many eyes on Dubai, where gambling is currently prohibited.
